69 Loan Apps Were Banned. How to Tell If Yours Is Legal
A legal digital lender in Tanzania should be licensed and its lending platform approved by the Bank of Tanzania. Check both the lender’s legal name and the app or platform name in BoT’s current records. An app-store listing, thousands of downloads or a professional design does not prove approval.
What happened to the 69 loan apps
On 21 November 2024, the Bank of Tanzania published a notice listing 69 digital lending applications. BoT said the applications lacked its licence and approval or had failed to meet its 2024 digital-lending guidance. They were prohibited from continuing to provide digital loans.
The guidance was introduced to address excessive charges, abusive debt recovery, unclear lender identities, privacy problems and harassment. BoT required existing Tier 2 microfinance providers to obtain a no-objection letter for their digital platforms.
The 2024 list is historical. Do not use it as the only test today. Platforms can close, change names or receive approval later, and BoT updates its current lists.
How to check whether a loan app is approved
Start with BoT’s current List of Approved Digital Lending Platforms. The register identifies the licensed microfinance provider, platform name, hosting environment, physical address, telephone number and email.
Follow these checks:
- Copy the app name exactly from its store page or website.
- Find the legal lender’s name in its terms, privacy notice or loan agreement.
- Search for both names in the BoT approved list.
- Match the store or website, address and contact details.
- Check BoT’s separate List of Unapproved Digital Lending Platforms.
A lender missing from the unapproved list is not automatically approved. The positive approved list is the more important check. If the names or contact details differ, pause and ask BoT before borrowing.
This article does not name any platform as safe. Approval confirms regulatory permission, not low cost, good service or suitability for a particular borrower.
What an approved lender is not allowed to do
BoT’s 2024 Guidance Note places clear limits on approved Tier 2 digital lenders. A platform must display its interest, fees, charges, late penalty, payment frequency, loan limit and term before an application.
It must obtain specific consent for device data and limit access to what the credit process needs. The guidance prohibits using the platform to access contact lists, call logs, messages, photographs, social accounts, emails, files or other apps for identity checks or delinquency management.
Debt collectors must not threaten violence or damage to reputation. They must not use abusive language, publish personal information to shame someone, or send unsolicited calls and messages to the borrower’s contacts. This includes contacting family, friends or an employer found through the phone book.
The app must also display reachable complaint telephone numbers and email addresses. A lender that hides its identity, prices or complaints route is failing basic checks even before its licence is considered.
Check the full cost before accepting
Approval does not mean a loan is affordable. Read the amount delivered to your wallet and the total amount repayable, not only the advertised interest rate.

Here, the borrower receives 90,000 TZS but must find 120,000 TZS to close the loan. Ask the lender to state every fee, the late-payment cost and the final repayment amount before you accept.
Where to complain about a loan app
Start with the lender’s published complaints channel. Save the complaint and any response. Keep the agreement, transaction messages, screenshots, call logs and evidence of contact with other people.
For a lender regulated by BoT, escalate the complaint through the Bank of Tanzania. BoT’s August 2025 notice says its formal complaint-resolution service is free. Unlicensed financial providers can also be reported to BoT.
Report fraudulent phone numbers or messages to TCRA by sending UTAPELI and the suspected number to 15040. Report threats, fraud or other possible crimes to police.
The Fair Competition Commission handles consumer concerns involving unfair or misleading market conduct. Its website lists 0800 110094 and info@fcc.go.tz. Use the authority that matches the problem; the same incident may need more than one report.
What happens to a debt from an unlicensed lender
Verification gap: the official sources reviewed for this article do not clearly establish that a borrower’s debt automatically disappears when the lender or platform is unlicensed. Do not assume that “unlicensed” means “nothing is owed”.
BoT warns that using an unapproved platform may put financial-consumer protections at risk. The status of a particular agreement can depend on its terms and the applicable law.
Preserve the agreement and payment history. Ask BoT how the lender is classified, submit a complaint and obtain qualified legal advice before deciding to stop or change payments. Do not pay a new fee merely because the app claims it will “legalise” or close the debt.
